Each participating Party shall designate one individual to act as its Representative (Head of delegation) and may also designate such Alternate Representative(s) and Advisors as it deems necessary. The Party must communicate the name and title of each member of the delegation, together with the capacities in which they will attend the meeting, by fax or e-mail, to the Director General, by May 28 2022. In addition, an official letter of accreditation signed by a duly empowered representative, as specified under rule V of the AP Rules of Procedure, must be mailed to the Director General or hand-carried to the meeting.

Who may sign the Accreditation?
The Head of State, the Head of Government, the Minister of Foreign Affairs, the official in charge of the sector of telecommunications, a representative of one of these entities duly empowered to sign on behalf of an ITSO member country.
What should be stated in the Accreditation?
The Accreditation must include the name and title of each representative of the delegation, together with the capacity in which they will attend the meeting (i.e. Representative, Alternate Representative(s) and Advisor(s)). There may be only one representative, but as many Alternate Representatives and Advisors as the Party deems necessary. The Accreditation must state that the members of this delegation are authorized to speak and vote on behalf of the Party.
When should I send the Accreditation letter?
As soon as the delegation is confirmed by your Administration and after pre-registration.
Cannot attend the AP-40?
You may accredit a representative from your diplomatic mission in Washington, D.C. to attend. Alternatively, another ITSO Party, with whom your Party shares similar views, may represent you at the meeting, to speak and vote in the name of your Party via Proxy.
A Proxy letter addressed to the Director General is required.
As of June 12th, to travel to the United States, the CDC no longer requires air passengers traveling from a foreign country to the United States to show a negative COVID-19 viral test or documentation of recovery from COVID-19 before they board their flight. Washington, DC, Maryland and Virginia currently have low transmission rates. The state of emergency has ended. Masks are no longer required in many settings, but they are recommended in crowded indoor settings, and private businesses may still require masks at their discretion.

The American University Washington College of Law (AUWCL) currently is mask optional. All delegates must be fully vaccinated and must submit proof of such. If a delegate is not fully vaccinated, he or she must provide a negative PCR test taken no earlier than June 25th (72 hours before the start of the AP meeting). Please use the portal on ITSO’s website to submit proof of full vaccination status and/or negative PCR test prior to June 27th.
All visitors are required to have a valid passport, and generally a visa or an ESTA authorization. Delegates should contact the closest Consulate well in advance. More info: www.cbp.gov.Under normal circumstances, the US Immigration authorities require at least 25 working days to process a visa request. Also, please check with your local US Consulate about the wait times for visas. If an invitation letter from ITSO is needed to process your visa application, please send a request to itsomail@itso.int. Allow 7 working days for processing.
Delegates are welcome to attend the AP-40 meeting via the Zoom platform in one of ITSO’s three official languages: English, French, or Spanish. A link will be provided closer to the meeting date.
The platform will include the ability for remote participants to speak through coordinated arrangements by the Secretariat, BUT VOTING will be restricted to only in-person attendees.
We kindly request that all participants who wish to make comments via the Zoom platform please use a headset with incorporated microphone or a dedicated USB tabletop microphone. Use of a computer or laptop built-in microphone is not recommended as it generates background echo that makes it very difficult for the interpreters and in-person attendees to hear.
Note that participants on the Zoom Platform must also register online and be fully accredited, but they will not need to provide proof of COVID-19 vaccination status.
